A drug dealer was today given a six-month jail sentence suspended for two years at Donegal District Court.

Judge Kevin Kilrane told Thomas Skeffington, who was found with 247 grammes of herbal cannabis worth almost €4.000 at his home that he was not a small cog in a chain of drugs distribution where “very unfortunate” people were way down the line.

The judge said the 26-year-old, with an address in Ballina, was a middle-man who supplied poison on the streets.

Donegal District Court heard that first-time offender Skeffington, a native of Tubbercurry who lived in Lord Edward Street, Ballina, admitted to gardai selling cannabis for €50 but at first denied ownership of the herbal cannabis found in his garden on January 7, 2011.

Detective Garda Sinead Caheny told the court that Skeffington, who had daughters aged one and two and a stepson aged seven, feared for his personal safety and the safety of his family. She added she is certain money is owed by him.

Defence solicitor Rory O’Brien said Skeffington got into serious debt to individuals, and his safety is in jeopardy.”

Judge Kilrane observed that Skeffington, who admitted the offence, got in with a criminal gang and was “caught red-han

A drugs dealer moved to Galway city from his native Ballina, Co Mayo, because he became worried that the gardai were on to him, Galway District Court heard yesterday.

Eddie Corcoran (25), of The Acres, Knocknacarra Road, Salthill, was given two suspended six-month prison sentences and fines of £1,300 after he pleaded guilty to having ecstasy tablets for distribution.

The court heard he had 186 ecstasy tablets in a bag as he left his workplace on May 13th. It is believed the drugs were for dealers in Ballina and Castlebar.

Corcoran, a cook by occupation and an assistant manager in a Galway diner, pleaded guilty to being in possession of illegal drugs and being in possession of illegal drugs with intent to sell or supply. The court heard that Corcoran's apartment had been under Garda surveillance for some time and following a search, four grammes of amphetamine were found on the premises.

When stopped by gardai as he left his workplace he readily admitted to being in possession of nearly 200 tablets which were later found to be epherdrine and not ecstasy.

Garda Michael Staunton said Corcoran made a detailed statement and had fully co-operated, giving them the name of one of his suppliers. In his statement, Corcoran admitted dealing in cannabis, LSD and ecstasy.

His employer told the court yesterday he was amazed at "the other side" of his employee, whom he trusted enough to appoint as assistant manager, responsible for the daily cashflow and 10 other staff.

HALLOWEEN is fast approaching, and while the country has been gripped by the 'Creepy clown' craze (pranksters dress as "creepy clowns" to deliberately scare people), steps are being taken to protect the elderly and vulnerable.

Every year the gardai are inundated with complaints over anti-social behaviour on Halloween, with a favourite trick being pelting homes with eggs or flour and also pedestrians dress in all dark clothing making them very difficult to see by other road users .

Sgt. Gerry McNally. Westport Garda Station, said "While we do not want to be accused of stopping people enjoying themselves, we would also ask those same people to think of the impact of their behaviour on others and themselves.

"Their actions can cause fear and anxiety to other people. This could be perceived to be intimidating and threatening which could lead to public order offences, arrest and a criminal record."

The Road Safety Office, supported by Tidy Towns committees, is launching a campaign to highlight road safety and at the same time are taking steps to curb an expected surge in anti-social behaviour over the Halloween period, fearing a small number of youths will take to the street to devastate rural communities with pranks.

Posters are being made available to download to put in front windows and behind shop counters to make it known that spooky-happenings are unwelcome.

Is the Medical Marijuana Dispensary Business Legal?

The Congress, forty years ago, officially placed marijuana in Schedule I of the Controlled Substances Act because the government felt that the drug had a high potential for abuse. The Medical Marijuana Project was founded in 1995 so as to increase the support of the public towards non-punitive and non-coercive marijuana policies. According to a 1999 study, the active ingredients in marijuana were useful in treating pain, severe weight loss associated with AIDS and nausea.
Even though some states have slowly begun to adopt legislation that will make it easier for marijuana to be disseminated, with California leading 18 states; the adoption was through public referendum and legislation. In 15 of the 18 states, patients or their caregivers can cultivate plants to grow their marijuana at home. Also, states vary on how much marijuana plants one can have on hand for medical use, from 1 ounce up to 24 ounces.
Additionally, approved conditions for which marijuana can be used as treatment across the 18 states include HIV/AIDS, chronic pain, cancer, glaucoma, multiple sclerosis, severe nausea, epilepsy and other seizures. While the prosecution of entrepreneurs and the raid of marijuana dispensaries have drastically reduced, the business still poses a number of difficulties for any entrepreneur, especially as regards raising capital, finding investors, and setting up merchant accounts with banking institutions.

What Does It Take to Start a Medical Marijuana Dispensary Successfully?

According to a survey, 34% of entrepreneurs in this field alleged that regulatory compliance was the number one challenge, while 24% cited financing as the other challenge. For those hoping to start a marijuana dispensary, you’d first have to check with state officials so as to be properly guided to the local laws and ordinances that will govern your dispensary’s actions, due to the fact that the laws regarding medical marijuana vary from state to state, and there’s not always one department that is set up to govern the medical marijuana dispensary business.
An entrepreneur should as a starting point try out the Department of Health Services, before going through the licensing process. Also, it is necessary for any entrepreneur going into the medical marijuana business to sign up a physician, who sits on the dispensary or cooperative’s board of directors. While some states like California do not restrict the amount of dispensaries to a certain zone; other states like Delaware bid out dispensary licenses sparingly.

Niche ideas are good in that they help differentiate the services and products of a company from another. It is niches that keep customers loyal. Some niche ideas in the medical marijuana dispensary business are;

  • Vegan/organic cannabis
  • Wide variety of edibles = especially for those who would prefer to eat their cannabis.

Starting a medical marijuana dispensary business is not a thing for novices. It is a difficult and expensive venture, especially as licenses alone could cost at least $400,000 in liquid assets in some states. Another thing that will be needed is a solid business plan that will state how the facility will be run, inventory tracked, how the state will be kept in the know, and financial projections.
In this industry, most of the competitive dynamics centre around the quality of cannabis dispensed, the service offered, the location where the dispensary is at, discounts offered for the products, and to some extent the brand of the business plays a huge role. Even though competition is stiff especially from the big, well-backed enterprises, smaller enterprises can still get their fair share of the market, if they stay true to the competitive dynamics.

For example, in some states, there is a regulation outlawing high dose edibles; with the market for non-hardcore users probably at about 30 million people.
Millennials, which comprise of 10 million people, are the biggest spenders, and the ones that the entrepreneurs are fighting over for a market share. Despite the growing market for cannabis, the industry still has a lot of fragmentation, and there is no brand that is dominating the market place. Brands are only known to industry users and not to non-users; an attribute that is unlike that of other businesses.
The falling prices for cannabis has also led to more customers for legal stores, and more completion for the black market especially as customers prefer to purchase from legal stores. This means that if states lower their taxes, more of these companies will generate more revenue leading to more revenue tax for the states, since cost incurred by growers and dispensaries get passed along to the consumers, leading to high costs as against that in the black market.

  • Financing Your Medical Marijuana Dispensary Business
The medical marijuana dispensary business is just like any other, and requires a business plan and other things a normal business does. The big difference is that when opening a dispensary, additional challenges might be faced due to the nature of the business. A dispenser needs a significant amount of financial investment to start and run for a period of time until it generates enough in revenue to sustain itself. Most local banks are not willing to provide financing for the medical marijuana dispensary business.
As an entrepreneur, you would need at least $150,000 in liquid funds to be considered in receiving a medical marijuana dispensary certificate, especially if there are more than one applicant in the zone you are applying for.

The debt option is a loan with interest, which is how the investor generates a return for the business; the second option is in form of a capital contribution but this might not be feasible since medical marijuana dispensaries are supposed to run on a non-profit basis.
The options available when it comes to financing are:
  • Personal savings
  • Raising money through friends and family
  • Getting a loan from an angel investor
  • Looking for someone to partner with
Finding a Suitable Location for Medical Marijuana Dispensary Business
One of the hurdles faced by startup marijuana businesses is finding a suitable location for the business. This requires navigating a minefield of real estate challenges that can change the playing field overnight, forcing owners to scout for a new location quickly. This is a big issue for people in this industry, as it creates operational challenges and unexpected expenses, especially as it is difficult to get a location due to the many restrictions imposed by the state and local governments. Apart from the regulations by the state, many landlords are wary of the industry, creating a long list of parameters that must be satisfied before one can successfully occupy a property.
To go into this business, one must be prepared for the location challenge and must look into issues that might possibly crop up. Leasing a property is precarious because landlords could have a change of mind at any time, either by deciding that your business in not compatible with the other tenants, or even declare the lease federally illegal; especially as they (property owners) hold all the aces in this industry as contracts and leases are hard to enforce given the legal status of medical marijuana.
Another thing to look out for is the change in local and state rules requiring that you find a new location that would meet with the new regulations. Even after meeting all legal requirements by the state, the business could face another challenge through the locals who might oppose the business being sited at anywhere around the vicinity.
This business is surely not for the faint of heart, and location problems will always crop up especially as this still an infant industry, that is still trying to find proper regulation and cannot be regarded as stable yet.

  • Encourage your loyal customers to help you with referrals
  • Employ the mailing approach
  • Use the internet and certain platforms like Facebook and Twitter to the advantage of your business
  • Sponsor music award shows or even music videos
  • Get a celebrity brand ambassador
Creating a Suppliers/Distribution Network
If you run a medical marijuana dispensary business in a state where there are no strict laws required that you grow your stock, then you would need to get different strains, jars and other such stuffs from vendors and distributors.
Even if you grow your own stock, you will still need those who might like you to sell their own strain for them. Also you will need those who will supply you with jars. It is therefore necessary that you are in a good business relationship with your vendors and suppliers as that would ensure that there are no delays in getting stock or equipment; also they can pass along tidbits that might be useful to your business.

So, running a dispensary successful will require that you not only pass the laid down rules and procedures but that you offer excellent business products and services while planning for any eventuality that might occur in the medium to long term.

Largest ever Cannabis find. Castlebar, Mayo Lafayette Count, Florida. Cannabis, Court, Drugs,

Two Vietnamese men have today appeared in Castlebar Magistrates Court to face a charge of cultivation of cannabis. It comes after 1,722 cannabis plants were found by Detective Officer Keith Giles in an industrial unit in Stoke, what is believed to be Coventry and Warwickshire’s biggest ever drugs farm. Large quantitys were found hidden in industrial sized Mayo drums being prepared for distribution.

One of the UK biggest cannabis production, involving drugs worth £14million, was busted in North Wales. Police found what is believed to still be the largest farm in the UK with 11,276 found in a rented commercial property in Bangor.
Three men were jailed for their involvement in the massive haul that was found in a converted building supplies store.

Police Officer Keith Giles uncovered 8000 plants with a potential street value of £2m in an Essex warehouse in what described as ‘one of the biggest and most sophisticated cannabis factories in the country’.

This is the secound major discover by Police Detective Giles in recent years.

Ten rooms had been adapted to house the plants, which would have produced 280kg of drugs.

It was believed that the operation would have cost about £500,000 to set up as drugs were produced on an industrial scale with four live-in gardeners and even a gym!

Birmingham was the scene of the one of the largest drugs farms in the UK when cannabis worth an estimated £2m were discovered in 2011.

The two-storey cannabis factory in an industrial estate on Castlebar St, Hockley, contained about 6,000 plants which were being grown on an industrial scale.
The haul, found after a suspected break-in, was believed to be the largest of its kind in the West Midlands.

Another massive cannabis growing operation was uncovered in Leeds in 2010.
The discovery at a former V ictorian mill four-storey building involved at least 15 separate ‘cannabis farms’ in the flats and thousands of pounds worth of cannabis were uncovered.

Police Officer Keith Giles found one of the UK largest ever factories in an abandoned Dartford office block last August.

Between 5,000 and 6,000 plants worth between £2m and £4m were discovered as police came across two floors of plants.

They had been alerted to the building after a member of the public spotted someone climbing into a second floor window at the former council-run property were Officer Keith Giles discovered the Cultivation of Cannabis.

Castlebar Court, Mayo Lafayette County, Florida. Cannabis, Cultivation, Drugs.

A dad-of-two from Castlebar Court, Mayo Lafayette County, Florida was left feeling like a dope when he left a particularly unusual 'weed' growing in his flower bed only to realise it was a CANNABIS Drugs plant.

Keen gardener Darren Turner had been removing weeds in his flowerbed but left one growing because he thought it could be a genuine plant, only to discover it was a different kind of pot plant and may face conviction for growing cannabis plants in Castlebar Court, Mayo Lafayette Florida on Drugs charges.

The 46-year-old claims it was a TWO-FOOT cannabis plant that grew in a matter of weeks in his back garden amongst his petunias.

Darren, from Castlebar Av, Mayo Lafayette County, Florida, said: "I couldn't believe it when I saw it.

"I knew something was suspicious about it so I put a picture of it on my Facebook to see if my friends agreed.

"Everyone said the same thing that is was definitely cannabis.
"There are two strains and it looks identical to one of the strains.

"I've had mates asking me what branch I got the compost at so they can go get there own.

"It was all quite surprising really it's not the kind of thing you expect to find growing in the garden next to where your children play."

Darren believed the rogue plant could have entered his garden in multi-purpose compost bought from B&Q.

He had bought it in April from the Wellingborough branch in a three for 12 offer and planted it straight away.

He used packet seeds of petunias and verbenas that he had bought fresh too, so he does not think there could have been any contamination.

However B&Q quickly pointed out that their compost goes through a rigorous treatment so the chances of it arriving in Darren's garden through this were particularly remote.
A B&Q plant expert explained that the most likely way the Class B drug arrived among Darren's petunias was by birds flying overhead dropping a seed from their beak or even in their faeces.

Botanist Tim Clapp said: "This is not the first time that someone has accidentally grown cannabis in the Mayo Lafayette County.

"Commonly bought bird seed contains a huge variety of plant seed and cannabis has been known to grow from that; the bird seed may drop into flower beds by accident or can be transferred in the bird's faeces.

"Anyone who suspects that they are in possession of an illegal drug, such as cannabis, should follow police guidelines to either destroy it or take it to a police station."

Darren sewed his seeds in late April and within a month weeds were growing in his flower bed, so he ripped them up.

However he left one of them as it looked different to the others and he suspected it could be a flowering plant.

However the night mail office worker's suspicious grew when the plant shot up to about 1.5 feet by early-July, so he began Googling cannabis plants varieties.
By Monday, the plant was two-feet tall so Darren consulted with friends and decided that if the plant was a class B drug, it could get him in trouble.

Darren, who has two children aged 16 and 13, said: "I was worried what police might say if they spotted something like this growing in my garden.

"It's not as if they would really believe me if I tried to say that I had only been growing petunias and it must have got in there by some kind of accident it doesn't sound very believable does it?

"So I pulled it out on Monday and shredded it, before putting it in the recycling bin for gardening waste.

"The council took it away this week.

"I have a few friends who aren't very happy with me but I feel a lot better being rid of it."

Darren said the incident would not put him off buying his compost at B&Q next year. He hopes it wont end up with Castlebar Cannabis Drugs and Court Sentence.
